Floyd Peter Willow was born May 4, 1948 in Fort Washakie to Clina Lonebear (Brown) and Richard Albert Willow.

Floyd lived on the Wind River Reservation for all of his life until moving to Lander with his companion. He loved riding horses, worked on a ranch for awhile, and also served as a Wildland Fire Fighter.
