He grew up in Lander, graduated from Fremont County Vocational High School in 1963, and briefly attended the University of Wyoming.
As a young man, Allan worked at Mr. D’s Bakery alongside his brother-in-law, Earl Gallinger. Allan and Pat went on to own the Stockgrowers Bar and later opened A&P Pawn Shop together. Allan treasured time with his family, especially camping, fishing, and hunting. The family was heartbroken when Pat passed away on January 28, 2005.
Allan later married Betty Jo Tucker on June 11, 2006. Together they moved their businesses, A&P Pawn Shop and Hello the House, to the 300 block of Main Street. Shortly after, Allan sold the pawn shop and retired. Allan and Betty loved spending time with family and friends and were active members of Wind River Community Church. Betty passed away surrounded by family on October 15, 2023.
